Cossy Nakabazzi, the
Buwama Sub County deputy speaker, says that several certificates have been
issued, but Nakandi has refused to account for the funds.
Peter Kagiri, the
Sango Parish councilor, says that since the certificate fees boost local
revenue collection, service delivery in the area has been affected.
However Nakandi accepts that she collects the money, but it is spent on paying for the services of an office attendant.
